Who We Are

    I have spent more than 20 years at the intersections of mental health, education, SPED service delivery and high-performance coaching. I have participated in every aspect from delivering services to leading the teams.

    I have watched families try to navigate a system that can feel like a maze, holding onto the hope that someone has their child. And I have seen what becomes possible when the right people show up, consistently, and do what they said they would do.

    That is why Brighter Horizons Group began. It’s important that no school leader has to choose between meeting compliance and serving students. The partnership I love working with are the ones who tell me the truth about what is hard, ask for what they need, and want to solve it together. That is the relationship we build with every school: open, consistent, and honest, with someone always watching the things that are easy to miss.

Dulce Torres

CEO, LPC-S, BCC

Before founding Brighter Horizons Group, Dulce served for over 20 years as a psychotherapist, consultant, and clinical mentor, supervising and training the next generation of counselors while providing direct mental health services to children, adolescents, families, college students, couples, and adults. In 2008, she deepened her focus by becoming a trained life coach and specialist in ADHD and executive function, adding coaching credentials to her clinical foundation.

Today she serves as the leader as CEO, a coach, consultant to school administrators and mentors her team. She is bilingual and a recognized keynote speaker.

She has served on the national board of CHADD and currently coordinates the North Texas chapter. She is an active member of ACO, Attention Deficit Disorders Association Southern Region (ADDA-SR), Texas Counseling Association (TCA), Hispanic Women’s Network of Texas (HWNT), and serves as co-founder of a non-profit serving women.

Tanya De La Vega

Special Education Compliance Coordinator, M.Ed.

For 27 years she has assessed whether a special education program holds up. She writes IEPs, facilitates and attends ARD’s to ensure the documentation stands quality and compliance. She understands how much rides this being right. I have seen the cost to a school and a family when it isn’t.

At Brighter Horizons Group, I write IEPs and facilitate ARD meetings, manage the evaluation and annual review timelines that keep a charter school in compliance, and audit SPED files so nothing is missed before it becomes a problem. Just as importantly, I train and coach the SPED staff already in the building, in small groups and one on one, so the people closest to your students grow more confident and capable with every meeting.

Compliance is much more paperwork. Every timeline I protect and every document that is correct, is about one student, in one school, getting what they were promised. That is why I believe in what I do and at a level of excellence.

Kassandra Overstreet Silva

Kassandra Overstreet Silva

Special Education Counselor

Kassandra is an LPC Associate, and NCC. She serves students providing counseling evaluations for those who may qualify for counseling as a related service.

She creates FBAs. Facilitates the Social Skills Group at schools, and is a critically important member of the Crisis Support Team.

Kassandra serves students grades 9-12 and ages 5 and older. She specializes in trauma, ADHD, neurodivergence, and executive functioning.

Her counseling services are aligned with the IEP for SPED services. She provides consultation to teachers. Leads social skills groups and provides accommodations and support for IEPs.



Carla Proctor

Educational Diagnostician

Carla brings a deep level of certifications and experience to the schools she serves. In addition to her current role, she has served as a Principal, Master Reading Teacher, Elementary Self-Contained, Gifted and Talented, Special Eduction, Secondary Reading, English, English as a second language and Language.

She provides the psychoeducational evaluations, specific learning disability evaluations, including Dyslexia and Dysgraphic evaluations, Intellectual Disability Evaluations, and a member of the Autism Team Evaluations.

Carla is a nationally certified Educational Diagnostician, Texas Registered Professional Educational Diagnostician, Licensed Dyslexia Therapist and Certified Academic Language Therapist.

Haley Santiago

Administrative Assistant

Haley ensures work performed by the team is appropriately documented for clarity and accuracy, aids with customer billing, and supports social media campaigns. Her work greatly advances our mission to support your students by making sure we operate smoothly.

Assists with financing and invoicing, assisting staff and clients, organizing files, maintaining records, and managing social media.

Jose Torres

VP of Operations and Analytics

Jose is an associate actuary with the CAS and has over 10 years of data analysis experience and 3 years of predictive modeling experience. His role is to streamline business operations with custom, affordable technological solutions. He developed and maintains our custom time tracking application and many internal business tools.
